of the year is approaching, and it is of the greatest importance that the

new Director assume his duties at an early period, if only to catch up the work where I left it and prevent that swaying of the pendulum in the wrong

direction, which is so apt to occur after any period of activity.

I hope to send you, in a few days, for the use of the Lauritius

Department, a set of the Interim Reports which I wrote at the request of his

Excellency the Governor.

P.5. I do not return the copy of the paraphrased telegram from the Governor

of Hong Kong; as a matter of fact I have destroyed it.
